I would more likely lean towards juvenile Spotted gurnard due to the larger head to body ratio.... look at the dorsal, is the first ray quite a bit shorter than the second??? iof it is then spotted...

plus check your phosphate levels, I had a bad outbreak of that in 2 tanks and found both tanks had phosphate readings that were slightly higher than the tanks without it. added phosphate scrubber and a couple of mollies (and one pathetically small siamese algae eater) and its just about gone now

you really want to keep tigers in groups of a MINUMUM of 6 to limit their fin nipping, I'd go for 10-15 to be better. ime tigers and black rubies tend to form big mixed schools, but the rubies are far more passive and can sometimes be dominated by the more agressive tigers

+1, I feel smaller tanks dedicated to the fish is better, although most people miss the part around 10-50L is perfect imo
