Looks like due to some damage from the wind this morning we're being supplied with 165volt mains.
Interesting thing is the Aquaone CF1200 is working fine, same for my jebao wavemaker. But the Fluval FX5 rattles badly, presumably because it's more sensitive to the low voltage.
Yup, getting a lot more light is probably the most likely reason. But, bigger water changes and feeding less probably wouldn't hurt, along with cleaning the filters.
Any wood you find on a beach should be fine. I've always just rinsed any debris off and put it in the tank, put a rock on it if it floats, it will sink eventually.

I thought they came with a whole bunch of media? Just fill it up with the fluval noodles, biomax or whatever they're called? Assuming you mean African cichlid tank I'd say you'd probably want to fill up one tray with something like crushed coral or bird grit too, to try and keep the PH up.
11 watts is pretty low if you want to be serious about growing plants. Should be enough to keep them alive though. River sand should be fine, over a layer of Dalton's aquatic mix. Add another light in to get it up to 20ish watts and that should be a good general setup.
You know that cichlids is one of the largest families of fish, right? Saying, "How big do cichlids get?" is a bit like saying, "So, how long cars?" You're looking at 3 feet to about 3 inches.

The Bettas and fry are almost definitely infected. You'll need to either quarantine them until long after any symptoms are gone or cull all of them and sterilize the whole tank.
Do more frequent smaller water changes, the bacteria in your tank should build up to a level to manage the ammonia and the water change won't bring the concentration up much? Otherwise, collect rainwater.
Could try Moore Wilson's, pretty sure the Wellington one had some good sized fish bins at one point, don't remember the size though. Probably better chance just getting a glass tank made.
Why would you need to have your lights off? Leaving them off while wrapped up in a blanket like that means not only do you get the lighting, you're saving heat generated by the lights.
Put a thermometer in the outlet and another on the inlet. That will tell you if it's actually cooling. Heating .5c in half an hour would be about 300 watts...Did you plug the chiller in reverse?
