I am going through something quite similar at the moment. Though my dad did leave a will his partner is contesting it as she isn't happy with how it was split up even though it's completely fair and equal.
Basically if someone doesn't leave a will it will go into the hands of a public trust which can be quite messy and takes time. They also have a habit of being extremely costly. The law will be on his wifes side and as she is lawfully his partner chances are she will end up with what is left after the lawyers etc have taken their share.
Your best choice is seeking legal advice from a lawyer who is good at dealing with estates and see what they say.
I would go for 2 smaller wavemakers over one bigger one. A wp-40 will more than likely blow your substrate around and create a sandstorm like effect. Also with 2 you can aim the flow into different places to prevent dead spots.

I think chemists may stock it or a cleaning supply place such as cleanbiz down here. If you get stuck you could cycle with fish food or a raw shrimp from the supermarket.
As long as the sump will hold the amount of water that will flow into it when the pumps go off it will be sweet, but as Kinnadian said, you want a good sized one so you can have all the equipment you want comfortably fit in it.
It could but I've never heard of NSW causing issues even in a reef tank. It's a pretty common practice among reefers to use NSW as the price is a fraction of creating ASW.
