The idea is to get as much flavor as possible by putting as few "extras" as possible 
With whitebait being such a delicate flavor, its important to retain it as close as possible and flour dilutes it as do too much egg 
For the first time, you may need to put 1 egg to 250 gms? 
Dont cook them too fast or the center of the fritter wont be cooked and keep the fritters small, say 2 desert spoons per fritter
