I would also go for quilt batting i have been using it for over a year now and had no problems.
i can also supply this at $9 a meter, the roll is just over 2 meters wide and it is 5mm thick. when it is two thin i just double triple it.

Spink are you thinking of a phot tank or something a bit larger?
i have read that they are difficult to culture because you have to accommodate both for the midge stage and the larvae.
But if you do want to try love to know how you go as i have been thinking of trying myself.
You will need; a substrate recycled paper towers works well but nothing with bleach in it. some way of keeping the midges in mosquito netting works and also some way of getting the blood worms out with out the midges out.
