Waht do you mean by 'a good bubbler'? If you mean air pump with an air stone, that provides no CO2 at all. You need to make up a CO2 mix in a juice bottle. There is already a thread on here about DIY CO2.
Phoenix44's tank is 200 liters, 120x45x45cm I think... Anyway, he has 4 54watt T5HO PowerGlo tubes on that tank, plus 2 T8 tubes. Your single energy-saving bulb will probably only be good for low-light plants and green plants (basically plants that don't have high lighting requirements). I would go for a 70watt Metal Halide or a 24watt Hagen T5HO Glo unit. If you want good filtration you should use an Aqua One CF500 (cheap, and comes with low-quality filter media), but I would use a Fluval canister or an Eheim canister.
