The only small goby I have ever seen in NZ (Well in my last year of reefkeeping) was a clown goby.

look at melevs 2.5 G (9.5L) he has a seahorse, a clown goby and a Cleaner shrimp

probably it would be a Yellow Clown goby or another small goby

Cheers Alois. Delbeek is a good ecologist (and a reefkeeper!)- I have read quite a bit of his stuff when doing marine ecology papers at uni... from memory he works at Waikiki Aquarium in Hawaii

:-? I'm sure they do have a quota system for fish reef, It wouldn't be as strict as NZ's QMS but they would still have a max number of fish they can take in a year.
