Hi and welcome Myah. Your tank holds 432litres. The angel fish will eat the neons,sailfins prefer ph 7.8 and 26degrees while neons prefer 6.8 ph and 24degrees. Clown loaches grow to 30 cm.Me thinks you will need MTS.

Apparently if no males are present a female can change colour to look similar to a male. ( not much help there)

If it is fin rot the book says ,tetracycline,chlortetracyclin or chloramphenicol as a cure.

Taupo tap water is normally 7.2ph but the kh can sometimes be 0 which could be a reason for the ph to crash.

I added a 2nd filter on my 240ltr tank and the problem went away overnight and it never came back.

Dead right Alan, but it is a lottery sometimes, sometimes you get a good courier who knows their job and does it right, and sometimes you get it wrong.
