only way to stop the smuggling is to is to make sure there are no buyers
or make the animal not worth smuggling

if not then may need to look at other causes
i haven't had problems feeding oxheart but i would suggest faeces produced after could be higher in phosphates etc and may be a possible cause of a drop in water quality
tanks fed oxheart get more water changes and heavier filtration than others
with the current system in place all costs are incurred by the applicant not the government department
there is a greater chance from the current system that a new species put on the list will not pose a risk later
