I don't know what they're worth but they are neither rare nor unusual so most LFS should have them.

IME the Cardinal Tetra schools tighter, lives longer, has more colour, and gets a little bigger than a Neon. They cost more but I reckon they're worth it.

Yeah. They do a good job and are a nice looking fish IMO.

Get one of these

Replace the Neons with Cardinal Tetras if you still want that Blue/Red combo. The Cardinal grows a little larger than the Neon, lives longer, has more colour and schools tighter. They cost more but are a much hardier fish.

One way of speeding the process up is to take some filter media from a mature tank and use it to 'seed' the new filter.
