1 Siamese fighting fish would happily live in there.

Welcome Anything under 70 litres isn't suitable for common goldfish.buy a test kit to to see if there is any ammonia or nitrates in the water.If there's any more than 0ppm for either of them your tank is not ready for fish.Fish that would be suit your tank would be Siamese fighting fish.You shouldn't do overall cleans as this kills the biofilter.
