This is because it takes energy to maintain their colours. At night no one sees them so they don't need to display the colours. The reserve their energy. Plus predators are more active at night time so displaying colours would be disadvantageous.
It is definitely safe as the fish is protected from current and has no one to nip the fins.
Healthy is how well you maintain the water.
I have seen numerous people keeping them in this manner and the fish are fine healthy specimens.
However there is a difference between housed in close quarter barracks and having a larger tank setup to itself.
Tonic salt is merely Sodium chloride. Save your money and use table salt. About the only real use for it is if you are putting it on an open wound the fish has. Salt has almost no medicinal uses internally.
When I had this problem I used those clip pegs for the clothes line.
The stem fits in the smallest hole, but the nodes on the stem stop it from sliding out.
Them bury the peg with gravel.
Remove after a month or so once roots have grown.
I found that by using JBL 7+ fert balls the roots grew much faster.

Your tank is just too small for any kind of shark. Plus they do not get on with Angels, let alone in a small tank.
You are pretty much at the limit of what you can have in your tank.
Serpae tetra's can get feisty when they grow older.
Any fluorescent light is fine on your tank. I two foot light is what you should look for
I think you should look for another, or a bigger tank 8)

The parcel was leaking and NZP said it was purposely delayed 3 weeks because it was leaking.
The reason it was leaking was that NZP DESTROYED the package so that the container was crushed.
Seeing as it was brittle it shattered.
The plants will recover though.
NZPost clearly does not care.
