    4x2x2 is small seriously to your average fish keeper i would class a 4 foot as a big tank, 6 foot plus as huge 8 foot plus as massive

    is he doing a moult at the moment or has sheaths covering parts of some of his feathers? indoor birds can go through a "perpetual moult" where they lose feathers all year round outdoor birds do seasonal moults over a short period budgies being smaller would produce less dust during these times whereas a maroon belly may produce more being a young bird he may also be creating more as his feathers develop just a thought

    in theory you should br allergic to both as feathers and skin are the same on both birds but a few more times on your shoulder should give you a better indication i too hope it isn't so too

    how does a peat substrate, cave and water dish. With minimal light sound? completely moist setup or just one area? plants maybe? log on ground or piece of bark, mosses around back like to have silk lined tunnel under something open area in front for prey to walk along and you can see the ambush
