Water changing method - experience and opinion please:D
Europe have much higher chlorine contents in their pools AFAIK Off the top of my head i was told 10 parts per million, local pools run about 3-5 parts per million here. I was a lifeguard for almost 2 years at a pool. I know what goes into the pools (fecal and chem wise)

Buying a pair of Koura?
I think it depends where they come from Here in Taupo you have to have approval to remove them from the lake(approval from the local maori's) If they are farmed, no worries in regards to keeping them AFAIK Im not sure about getting them from other water sources in nz Would be cool to breed them Stella may know more

How often do i change the filter wool?
Carbon is usually used for removing meds from the water. Id remove it as it most likely wont be benefiting the system and then you can add more wool or noodles which may help the system more than the carbon was. When used(carbon) its advised to remove it after 6-8 weeks as it can sometimes "dump" or "leech" whats its absorbed back into the water.

How often do i change the filter wool?
Media is used to store beneficial bacteria. Remove the carbon and replace it with more wool and ceramic rings/noodles
-
How often do i change the filter wool?
When it becomes clogged enough to not allow water to pass through. What other media do you have?
