I can grow fine under 18w @ 6400k in a 38L with a bare bottom and plants in pots, rock wool in pots BTW. Also have the exact same tank with 100w lighting and substrate. PMDD and Flourish Excel does wonders! Upping the lighting WILL help a lot. Ill clean up the tank and get some pics(or just get some dirty pics ) Join the Nelson club and im sure someone can pop around a give some suggestions

What lights? What plants? Fertilizer used?

Yeh i have suppliers that i want to use, have top notch fish that are on the list but are not being brought in(only a few of these fish in nz). Would be nice to get them breeding over here and get them into the market Ill email you Phill re setups

Marine ply will leech if not sealed. Options IMO: -Treated ply with a liner made from a water proof material(i cant find the name of it, but they make large floating items out of it, such as you climb over at the pools). They "weld" and sew the seams. Dont think its that expensive, depends who you know/see -Treated ply with fiberglass over it Personally id go the first option. Cheapest also i think Its not hard to put a window in if using either method Start collecting rain water?

Geeez, imagine what fish/tanks you could have got for that sort of $$$

Fly swat FTW Its quite quick once you get the hang of it

Trout/soft freshwater fish net and a large/HUGE bin that has a lid on it. Bottles of hot water to keep the water temp up. I wouldn't feed it for 4-7 days before as you dont want a ammonia spike on the way!

Right Ps3 = 2.5" sata Just pop of the cover for the hdd, remove the blue screw and slide the hdd bracket and remove the hdd. Unscrew the hdd from the bracket and put the new one in. Pop it back in the ps3 and start it up, if will ask to reformat it. Its so easy, iv done it many a time pricespy.co.nz for cheap hdd's Google for more in depth instructions(even the ps3 manual tells you how to do it)
