Is it classed as a cat fish ????

yes - from wiki: "Ancistrus [bristle nose] is a genus of freshwater fish in the family Loricariidae [sucker mouthed catfish] of order Siluriformes [catfish]. Fish of this genus are commonly known as the bushynose or bristlenose plecos."

Or an Algae Eater/Sucker Fish ???

I would associate this more with Chinese algae eaters and hillstram loaches respectively. Although both are common names for anything that sucks onto stuff and eats algae

Speaking of plecos, if I have grit as a substrate, does that mean no plecos? I know it's a bad idea with corys, but what about plecos? There are also rocks and driftwood in the tank

Should be fine as long as its >4mm IMO
