It is the heat that draws them to the basking spot, i would keep both running if they are older than 6 months they may need replacing -
It is hard to tell from a blurry photo an exact cause of the fishes thinness, It maybe old age, worms, gut infection or a blockage.

You will probably move the algae with it as even the water may carry spores

It should be okay but for peace of mind you could put a [piece of plywood under it cut slightly bigger than the base of the tank

what size are your overflow pipes, i run the 12,000 with 2 25mm overflows pipes to sump
