Small tank

I have a spare tank (12 liters) and a spare combined heater and filter. 

Im pondering getting a LED light, coral sand, refractometer and putting a clownfish in there. i want this as a starter tank to get into marine.

my three questions are

1. is this tank just too small?

2. do i need a powerhead or as my external filter is powerful enough will this do?

3 is a protein skimmer compulsory

Short answers

1. Yes, minimum suggested size for a beginner is 200-300.

2. Can't say for sure with out some kind of details, but generally you shouldn't be using an external filter with a marine tank.

3. Yes.  Especially for a beginner.
