This is the biggest problem we face. The public has no idea what is and isn't allowed in most cases. The information is available but you have to check it first. As there has been almost no public education to the problem of unwanted organisms in NZ most people do not know about them. Then, when you do go looking for the information it is very very difficult to find... And if you find any info then the names are often muddled up. Think about the Vallisneria and some other plants. One info says they are unwanted. The other info says they are prohibited. Then someone sells them in the petshop (one of the huge ones in Auckland) without knowing any name for it at all saying this is "eelgrass" and yes its legal... THAT is the bad one, but as the inspectors don't know what they are looking for they blame all of the vals. Well some of the inspectors, I'm sure there must be some educated ones out there.
