I would say the danios that died were probably eaten by the fire eel... And the PH of 6 would not be affecting the severum.

If they are different species they will probably breed together, so you should spereate when in the spawning tank. You have them in brakish?

400lph isnt much to filter a 3foot tank, Idealy the filter should have a turnover rate of atleast 5 times the tank volume. And i think there may be some competition between the lelupi and julies, but not too sure on that.
