I have noticed that fighter's tails, once they get older, sometimes grow back only partly or not at all. Hopefully your boys tail will make a full recovery. I guarantee that my Siamese will eat your Neon instead of the other way around Long fin Siameses are prone to diseases and have a short life span. Mine is not long tail and they are super hardy. I have to say I strongly disagree with that statement about long fin siamese being prone to diseases and have a short life span.
