Ktttk
Or how about bristlenoses.. they are a good first egg-layer to have a go at.
Ianab
White Cloud Minnows, right size for a 21L Tank. Not much challange to breeding them, but they are egg layers so it's a step up from livebearers. Cheers Ian
SpidersWeb
Honestly the new sensation for small tanks e.g. 20L is the celestrial pearl danio (the fish formally known as the galaxy rasbora). They're awesome, and can be bred without assistance in <20L tanks with just some moss, and maybe some baby food? They're tiny and are definately the perfect fish for the smaller aquaria.
