What's the deal, if someone new wants to go start another business selling them, does the government have to let them too? Or would the government openly admit to creating a monopoly? Somebody decided they should be protected but permit issued for existing stock perhaps. Turns out only one guy qualifies for a breeders exporters licence, and bingo - charge what you like. We can all charge a million dollars for whatever we want, but it doesn't do much good if no one buys it. Basic principle of economics: there are two sides to every market.
