It is whitespot and can be cured a number of ways. You will need to treat the whole tank. It can be cured with salt, methylene blue, acraflavine, malachite green, quinine, mepacrine, and a number of other meds. The spots you see are resistant to treatment and produce a vegetative form of the parasite that can be treated and you need to treat for about a week after all white spots have gone.

add UV to the treatment plan but only if you get the flow right. White spot has a specific life cycle and will "fall off" the fish after a few days and become water borne for a few days before/after a few days in the substrate (I can't remember which). A UV filter gets it when it's in the water as do most/all other meds. As alanmin said salt for 7 days is the easiest way to treat it though.
