If you notice in the first picture (the coloured one) there is no substrate there, in the second there is substrate. The owner of the tank has obviously started breaking down their tank and stirred up stuff that was in the substrate, it would undoubtedly not change the conditions of the water as it was already in the water anyway, although stirring up the substrate will release the anaerobic bacteria giving off a sulphur smell which of memory is toxic to fish.

It is very hard to judge the quality of the tank or how clean it is by looking at the water. Yes it can be brown, but they maybe having phosphate issues or as someone else said maybe they just stirred it up. Maybe the photo makes it look worse, maybe they have some brown algae on the tank front (alot of people leave this as its actually good food for the fish).

Brown manky tanks can be just as good as crystal clear ones as long as filters are cycled etc. Alot of good breeders I have seen have had filthy looking tanks deliberately as the fish actually grow better and alot of the fish poo etc is perfectly harmless :)
