Halimeda isn't really considered by any one to be a pest as far as I know, if it was a pest then wouldn't it be in lots of peoples tanks? It's a calcifying algae so it needs calcium and carbonate dosing to survive, as well as high light. It grows slowly compared to other algae and completely stops growing at 20°C so it doesn't have a chance of becoming introduced to NZ waters. Some hobbyists think of all algae as pests but I think macroalgae is beautiful in its own right!
