when it come to the light (flourescent tube with uv rating) & heater, what do I look for, watts etc? What the best kind of filter? Tank size is 800 x 400 x 350

So what do I need? My son has ask for some turtles. A tank, light, heater, water and what else. Been reading books, but one say you need this and other book say you don't. A bit lost here, anyone can help me & my son
