This is from fine sand being caught up in the cleaning process. I've read that cerium oxide cleaning compound can remove it, but I can't find where it's sold in NZ. Thanks My suggestion would be to ignore the scratches. To do it properly you'd need to completely tear down the tank. I can't think of any time I've seen someone happy with the results though I'm sure there have been.
