It is bitumen based, basically the same stuff on your tar-sealed road. Ah okay, thanks for that. It's pretty hard to find what's safe and good to use. Especially when the stuff you manage to look up on the net often aren't even available here in NZ and we have to look for alternatives. I really don't know the first thing about cements, except you 'add water, and it'll eventually harden' I don't even know the difference between asphalt, tar, motar, plaster and any other kinds. But cement is just the glue that holds the mixture together. Roughly you add lots of sand and gravel for the cement to glue together and you get concrete.
