It's usually the result of a single tail betta crossed with a crowntail, giving a slight crowning effect at the end of the tail, rather than the standard 1/3 web reduction of a normal CT. Usually combtails are reffered to with the cross of HM x CT (Something I'm currently working on), but it goes for VT x CT as well.
