That is only the hatch rate, got nothing to do with the little fellas, just that you don't get so many from a teaspoon full of eggs. There is something you used to be able to get called seamonkey tucker. It was made by the same people that do all the live food (flys, whiteworms, crickets) sorry the name has slipped my mind. It is a green mixture and has to be kept cold. It can be used to enrich the brine shrimp.
