I'd say either 4 male guppies OR 6 neons. Better yet get a Siamese fighter, he'd be very happy in a tank this size Is it going to be a planted tank? Some fighters can never be housed with other fish simply because they will kill them. Others get along fine with other fish. What size is his tank?
