White algae?

At the moment, I'm setting up a little 12L (I think) tank. It has been running for the past couple of days with no fish in it. I've noticed this white/clear stuff growing on the heater and the rock I have in there. It feels very slimely. (actually, it reminds me of snot) I think it is an algae as the platies that were tempoary put in there ate it, but I'm not sure. Any idea what it is and how I can get rid of it? The tank is going to be for my betta and he sure doesn't eat algae.
